Historically, there has been large demand for very average multi-let / bed sit style housing in Blackpool however, there is an emerging requirement for a higher class of shared accommodation from a generation of people saving up for their own homes or working on shorter term contracts without wanting or being able to afford to rent a whole property. When we launched in 2016, we had a vision of changing the face of shared living in Blackpool, landing us at the forefront of this exciting emerging market and positioned as the leading High-End HMO management company in the area.
what about licensing and article four?
HMO licensing in Blackpool is rigourously enforced because the town is saturated with badly maintained properties owned by unscrupulous Landlords and mismanaged by Agents quite probably at their wits end. However, there remains the need to meet the demand for quality accommodation so the local authorities very carefully regulate shared housing to ensure the right landlords and properties are available to rent. You'll be pleased to know that we adhere to both the legal and moral obligations placed upon us as HMO Landlords and have a solid working relationship with both the Licensing team at Blackpool Council. 11 of the 30properties in our portfolio are licensed HMOs.
On 3rd October 2022, the Borough of Blackpool came under an Article Four direction, removing the “permitted development rights” across Blackpool, and requiring anyone wanting to convert a house (C3) into a small HMO (C4) to obtain planning permission from the Council. The use of a house as a large HMO for more than six persons always requires planning permission as this is considered to be a sui generis use.

We have 21 properties in Blackpool, one in St Annes and Thornton Cleveleys, three in Kirkham & Wesham, and five in Preston which includes a 12 bedroom all ensuite period building. Since Article Four came into effect in Blackpool and with Blackpool Council planning department having no tolerance for any further HMO, we are considering further opportunities in Preston, Lytham St Annes, Cleveleys and Kirkham.
